Israel’s defence minister has outlined a plan for the future governance of Gaza that would mean Israel would retain overall security control, a multinational force would rebuild the devastated territory and responsibility for civilian matters would be handed to a Palestinian body.

Yoav Gallant unveiled the skeleton of the “four-corner” plan, which would also give Egypt an unspecified role, which he was to present to the first war cabinet meeting to address contentious postwar plans since the war on Hamas in Gaza began.

Gallant said there should be “no Israeli civilian presence” in post-war Gaza and that civilian affairs should be run by Palestinians.
