Energy bosses have been summoned to urgent meetings with the government and Ofgem, after new rules failed to stop debt agents getting warrants to force-fit prepayment meters in the homes of mothers with young children — including one with a six-week-old baby.

In a court hearing a fortnight ago that was meant to establish best practice in these cases after a nine-month suspension, a judge signed off 124 warrants for ScottishPower to force-fit prepayment meters in customers’ homes.

The court had been assured that ScottishPower was complying with legal changes overseen by Ofgem, the energy regulator, including a new ban on firms force-fitting the meters in the homes of families with children under two.
